I just bought a 1996 jeep Cherokee Sport w/ 2 wheel drive. Everything works fine except the the Transmission will not shift down. If I put it in D it will stay in high gear but if I pull it into low it will take off like made and shift up as I shift it.

This is going to need a scanner on it to see what gear the computer is commanding. This vehicle should have the RE model, if it does, check it with a scanner. If it is the RH model, your governor is probably worn and sticking.
