Recalls are for safety issues with a vehicles.
Bubbling paint isn’t a safety issue.

As mentioned above paint isn’t a safety issue, but sometimes a manufacturer will offer-up customer interest campaigns to address known paint issues; but I’m not seeing anything like that for the 2018 Pacifica. No harm to ask at your Chrysler dealership though. Once the paint starts to bubble a body shop repair is usually the best path to a long lasting solution. They’ll remove the existing paint and rust in that area, then make the needed repairs to bring the metal-work back to pristine condition, then re-paint.
Go to NHTSA.gov, click on ‘recall’ and search for problems by entering your VIN. If you prefer, click on ‘vehicle’ and enter ‘2018 Chrysler Pacifica’. As stated above, there are no recalls or even complaints. When you click on ‘Manufacturer Communications’ you will see Chrysler communications to the dealers concerning hood rust. There are two on the first page. You can look at the other 9 pages to get all the paint/rust issues that Chrysler identified. The two communications for rust are #93005 and #93019. It looks like there may be an extended warranty that may mean Chrysler will repaint or replace your hood.
