My my enging on 2016 Hyundai Tucson 1.6T blew a piston rod and put a hole in the engine. Car is not under warranty. However my brown found a Hyundai form listed here https://static.nhtsa.gov/odi/tsbs/2019/MC-10165469-9999.pdf
Stating Hyundai should cover me and put in a new engine . Wishful thinking or do I have a shot.

It does not really matter what anyone here thinks. Check with your local dealer and/or Hyundai corporate which is listed in your owners manual.
That bulletin provides guidelines for dealer staff to handle warranty engine replacement for “all warranty types”, but you have no warranty.
As the second owner, your powertrain warranty was 5 years/60,000 miles.
I would suggest contacting your local Hyundai dealer/Hyundai corporate and asking for them to replace the failed engine due to well-known defects. If they say “out of warranty”, ask for goodwill assistance. If they won’t help, my advice is to get rid of this vehicle, and NEVER buy another Hyundai or Kia, other than very old models with multiport fuel injection and a rubber timing belt.
