I have a 1999 Toyota Corolla with 136,000 miles on it. When I drive over bumps or turn the steering wheel in either direction, I hear a loud creaking from somewhere in the vicinity of the steering column. Is this cause for concern, and how should I troubleshoot?

Yes it is cause for concern. Start looking at the cvc boots for cracks or deterioration. It should be a free quote from a trusted mechanic to get it checked out.
Or front struts.
Don’t forget to have the tie rod ends checked also.
