My 99 Subaru outback squeals and squeaks incessantly. I just had a brake job on both axles, and the squealing goes away when the brakes are applied, and reappears while moving at any speed.

When the brake job was performed, were the rotors resurfaced or replaced?

I say take it back and let the repair shop fix the fault.
It could be that the rotors were not resurfaced, but it could also be that they simply used cheap metallic brake pads.
When you say “…the squealing goes away when the brakes are applied, and reappears while moving at any speed.” are you saying they squeal while you are not applying them at all? That should not ever happen.
