There are (so far) 3 trust levels or Badge for ALL forum members, well 4 if you count the 2 Discourse Staffers and one of those is discobot, neither post on the forum…
1st is Trust Level Basic:

3rd is Trust Level Regular

The only thing I have figured out that Trust Level Regular members can do is recategorize and rename topics, we can not affect in anyway a post, we have NO admin powers…
I would imagine that part of the 3rd level is given to those that have not been banned for whatever reason, at least in the 3 years I have been on…
And yes we all get alerts to all new badges, including the Trust Level Badge, rather you pay attention to the new Badge is up to that member…
