Somehow I suspect a Lambo dealer would have both the knowledge and skills to do this job. Just a wild guess…

I really doubt a locksmith could program anything besides keys. @texases I’ll throw in a box of donuts with you.

Google says some can program modules.
I’ll agree with you there. They have to be able to program whatever module controls the ignition key function. Still very doubtful about air bag control. Way outside of what a locksmith needs to do. Did you find a locksmith that can program air bag controls???.

Google says the module programming is done at the PCU with a laptop, software, and instructions that is available to businesses and individuals.
Any programming has to be done using software from the manufacturer, and including software updates if required… All that cost money, I think (IIRC?) the last time I heard, software to flash Nissan’s ECM’s was about $2000… Anyway, the point is I can’t even imagine what a manufacture like Lamborghini would charge for their subscription for software, If they will even release it, or might only select it to a handful of Lamborghini specialty shops…
The pro I used for lost damaged keys and what not could program about anything, but he did run into an issue with a newer VW that VW had not released the whatever to make the key fob for that vehicle and we had to go through the dealer, but he had made keys for other VW for us…
Our Cobalt that our daughter drove was stolen. The thieves broke into their house, her car was in the garage, and the keys were on the counter. They got our house keys too. We not only had it rekeyed, but we had the remote transceiver reprogrammed. There is only one shop in the state allowed by the state police to do that. Fortunately he was only about 20 miles away and came to our house. We rekeyed all the house locks too just in case the thieves were willing to drive 500 miles to our home or sell the house keys to someone much closer.
