Jetta won't start

I’m working on a 1998 Jetta GT, 2.0L, 5 speed. The car initially wouldn’t start due to a bad starter, but it would bump start just fine. I replaced the starter, started it up , backed it off the ramps and turned it off. Then the probems really started. It won’t start again. It will still bump start just fine, but won’t even turn over. I replaced the battery, and checked that electricity was coming into the starter. All the lights on the dash work, but the fan (which worked before) stopped working. Thinking it may be the clutch safety switch, I bipassed it just to see if it would start. No go. There is no power to the clutch safety switch, or the head lights, tail lights still work. Also, if the brights are turned on the windshield wipers turn on (but not the lights). I’m thinking relay or ignition switch? Any help would be greatly appreciated. Thanks!
