I have a 2006 Lexus IS 250 awd with 26000 miles. When I start it when it is cold the rpm’s go as high as 1600. Is that within normal range? It seems a bit high to me. I brought it to the dealer and they said it was normal. Let me know what you think.

Sounds perfectly normal to me.
I do not know what the normal rpm if for this car, depends on number of cylinders. However, it is normal to have higher rpm at the cold engine as long as it comes down to normal rpm when it is warm.
It’s normal. It’s a strategy used to meet emissions requirements.
You don’t remember when some cars were set up, from the factory, to have a cold idle of 2,000+ rpm, and they would run 35 mph on the high idle cam?
Does the decal under the hood give you the idle rpms? Maybe, the Owner’s Handbook?
