Fuel sending unit/level sensor on Nissan Xterra

My Xterra was recalled in '06 to have a seal placed on the fuel sending unit. It has now been in repair over 14 times in the past for years for the sending unit. Nissan’s engineers have recommended several repairs/rebuilds that were meant to “fix” the problem. They are now suggesting that 3 harnesses be replaced to the tune of $3,800. My car will not pass emissions because of this and is undrivable although its actual condition is good. Nissan, nor the dealership are taking any responsibility for this or for all the costly repairs they have made that aren’t resolving the problem. I know others are having the same issue. What can we do?
