Passenger side rear door cannot be opened from inside the vehicle. Outside access works OK.
A 2019 should be under warranty. Take it to your local Honda dealer.

Open that door, look at the rear edge of the door for a child lock lever, move the lever to the “off” position.

This was exactly the problem and I have no idea how it got changed. Thank you for the excellent suggestion.
