Those are antennas for satellite radio.

Those shark fin antennas you see on the roof are for satellite radio only and are hardly garbage.

You might check the antenna connection on the back of the radio, make sure it is snug, and give it a couple of twists and turns.

There is also a connection in the c Pillar that could be the problem.

On my good friendā€™s Passat (not equipped with a satellite receiver), the antenna mast on the dome over the rear window is the FM antenna. I know because someone stole his antenna and we had to listen to nothing but static whenever we hung out. I ordered a replacement mast for him (I was feeling generous!) and it restored FM reception.

It is highly likely that in trim levels which include a satellite radio, the underside of the dome is populated with the proper XM antenna.
