I’m presuming that’s the top surface of the dashboard, and it is starting to buckle b/c of sun damage. Pretty common problem for older vehicles that spend a lot of time parked in the sun. LMC truck sells a product that covers the original dashboard to address the visual aesthetics for some older trucks. Maybe there’s a similar aftermarket product available for OP’s vehicle.
No way would I spend $8k to repair an air ride suspension. Instead, I’d convert it to standard springs and shocks/struts. There are aftermarket kits to do this for many popular vehicles.
