Loose and rattling heat shield repair cost?
It all depends on the muffler shop that you use.
I used to put a band clamp on it that resembles an extra long hose clamp. Twenty seconds of welding shouldn’t cost too much.

I’ve strapped them down with a piece of coat hanger.
I went to a locally owned muffler shop and paid $68.13 for a similar repair. Some shops will want to sell you complete exhaust system!!

There’s a local chain of small, clean muffler shops here in Duluth-Superior. I have had great quick service, sometimes for less than $20, on heat shields or replacement of a gasket. When I did need a muffler or pipe, they had earned my business.
