cruise control does not work but light is blinking
Which light? The cruise control light? Or check engine light? If the check engine light is blinking stop driving the car immediately it has a serious error.

Then I’d say the cruise control itself recognizes an error and needs service. It seems this can happen on Subies that have a pending check engine code but not CEL as yet. Have the codes read, if there are any. Post them here and we’ll try and help.
A code reader that goes beyond the cheap engine code readers may be required if there is no pending engine code. That’s gonna take a dealer or a good independent shop.
