1991 Chevrolet Camaro - can't start after a short drive

had a steering column put in my car and a starter. In the morning it starts fine, but after driving about a mile or two and stop. I have to keep turning the key at least 4 times before it starts, I heard a buzzing noise once coming from the steering column. Do you think I have a short in the column, it mimic a starter problem. The mechanic shop who did the work can’t seem to fix the problem. I spent over $900.00 at this shop.

I can understand a started but why was the steering column replaced? And was it replaced with a new part? Or used?
