What kind of adhesive is used for rubber strips on the outside of a vehicle?

90s Toyotas have a rubber strip around the wheel to protect it from getting hit by someone’s door. It goes in the same place as a fender flare on a truck.

The rubber is shrinking and starting to come off. What kind of adhesive works for this?

Also, the fancy looking silver lining that goes on the outside of the rubber around the back window is coming off. Any recommendations for that?
