I saw it last night!! Made me so sad 
I went into the movie wanting to see if they would feature the characters again, and I was pleased that they did, and featured them much more prominently than in the first movie! So when they showed up, i paid close attention to how they handled the speaking.
Ray had all of the lines with words, Tom’s lines were mostly his trademark laugh, and they had one moment where they said something in unison, which could have easily been done by someone who has a similar voice to just speak in unison with Ray. They have tons of archived footage of Tom’s laughing, so I imagine they had permission to use previous recordings to be able to use his voice. But the fact that he had no distinct lines at all makes me believe that Ray recorded his lines after Tommy’s death.
I was so happy to see them be paid tribute in this film!!
