I have a 1993 Toyota Corolla LE, in very good condition. Recently, the speedometer stopped working. Everything else works fine. Could this be a vss issue or an electrical issue?

Any drivability issues? While I’m not intimately acquainted with your Toyota, I’ve had a VSS go bad, but it was a “variable” bad, so to speak. Swinging up and down. It jerked the engine all over the place. Yours being inoperative probably has it in some default mode.
The speedometer in your 1993 Corolla is driven by a speedometer cable.
So either the cable is bad, or the speedometer head is bad.
