Nope. Sorry. Their answer is wrong. Yes, the first daughter was born before the US gained independence, but any people born in the colonies were given citizenship on ratification of the constitution.

Another possible answer - parents were ambassadors from another country. Child One was born while they were ambassadors, thus not a citizen. They quit and stay in the US (or defect, whatever). Child two was born in America, and is thus a citizen.

This was my thought as well.

I would have thought that too, but maybe that law didn’t go into effect immediately upon ratification, so for a period of time those born in the colonies before ratification weren’t automatically US citizens after.

More likely- someone made up that answer to the Puzzler which seemed to make sense, even though it was incorrect.
