Perfect brakes don't work

I have an opportunity to buy a 1990 Dodge Dakota. The owner says that all of the parts involving the wheels have been replaced, but the brakes still don’t work. I figure that if it is something I can fix, I can get a great deal on the vehicle.

You’re considering buying a 20 year old Dakota with nonfunctional brakes that you cannot even test drive? Is this a trick question?

The seller should be asking no more than $100 and should be willing to pay to have it towed to your house. Otherewise, look elsewhere.
