tOOK CAR IN FOR INSPECTION STICKER AND THE GUY PLUGGED THE ODB-II in the connector but there was no power they used another brand and it still wouldnt power on.
The power (12 volts) for the connector may have a blown fuse. The cause for the blown fuse may be gone, or, may not. The fuse box lid may show it as DLC.
If you replace a blown DLC fuse, you can go to many auto parts (Auto Zone, Advance, etc.) and they may do a free code scan for you. This will show if there is, now, power to the DLC connector.
