and today i drove on some dirt roads and felt something rub on the bottom of my car so i inspected below and it seems one of the rubber boots is missing a clamp? any advice or input? my car clicks when it turns at low speeds but otherwise drives fine. i am asking can i just drive it and not get it repaired? i am poor and i am delivery driver for a living and dont have expendable income.
A worn/contaminated C-V joint will make a clicking noise when turning.
Looks like some of the grease has escaped form the C-V joint from the missing clamp on the boot.
That may have led to the clicking noise.

The noise will get louder and louder until the CV-joint breaks and leaves you stranded.

I will add, generally if turning hard left (like into a parking spot) it clicks and doesn’t when turning hard right, then you need to replace the left CV axle, if turning hard right it clicks and doesn’t when turning hard left, then you need to replace the right CV axle, if it clicks turning both left and right, then you need to replace both fronts CV axles…
The outer CV joint would be the one to make noise, you posted a picture of the inner CV joint.
The grease has probably been seeping from that boot for years, not an immediate concern. After years of aging, the rubber shrinks and the clamp must be tightened or replaced. The axle assembly can also be replaced. The metal clamp is shown below, you can verify that strip is metal using a magnet.
