Hyundai Elantra - Power Steering Problem

I have a 2003 Hyundai Elantra with 142,000 miles. It developed a squealing when first starting up which progressively worsened. After a while when you turn the steering wheel, the pump will shut off and all power steering is lost. We’ve changed the pump and the rack and still have the squealing problem with the pump shutting of occasionally. Does anyone have any idea what we should try next? This has been a very frustration problem.

I hope I am asking the obvious. Have you changed the serpentine belt or the belt that drives the pump? Is it possible that the belt driving the pump is getting splashed with water because of a missing lower shield piece?

Yep, it sure sounds like a belt or belt tensioner problem.
