Front Brakes

I have 97 Civic HX. Just changed the front brake pads and pumped. When car is off the brakes engage and pedel won’t go down. When car is on - the brakes won’t engage until pushed almost all the way to the floor. Fluid is full and there are no leaks in the lines. Back brakes are good and this problem did not exist until I changed the pads.
