Flooding 1999 Nissan Altima

1999 Nissan Altima floods I try to start it smells like gas if I pull the fuel pump fuse out it will start sometimes but smokes and smells like gas what could be wrong with it?

Locate the fuel pressure regulator on the fuel rail.

Remove the vacuum hose from the regulator.

If gasoline leaks out of this connection, the regulator is leaking and requires replacement.
