For a year now the fuel gauge on my Dodge Dakota (93) has been going crazy. You fill it up and the gauge continually bounces up and down until it gets near 1/4 tank then settles down. Is there a sensor gone bad? If so is it in the tank itself?

You are right about that one, there is a problem with the float sensor in the tank.
I agree with Wizard. If it were me, I’d just keep it above 1/4 tank.
