Looks like your normal gravel (splash) shield that has come loose from the front bumper under the car, parking blocks love them…
If new fasteners will not hold then either Zip ties or new parts will be needed… Or just remove it…
Might be called under-car or under-engine wind screens. During today’s walk-a-bout saw a car scrape that part quite badly going over slight depression in road before entrance to parking lot.
