I checked and swapped relays (there are several of the same type), checked fuse and jumped horn from battery, it worked that way.
The horn switch may be the problem. Does pressing the horn button make the relay work? You should be able to hear it click if it does. If the relay works this would mean the switched power to the horn is the problem.
