2004 crown vick. air conditioner puts out cold air.Maybe nonce or twice a day fan quit working and now cold air comes out. Shut unit off and on then fan comes on and starts blowing cold air again.
Where should I start looking for the problem and can I do this myself?

More and complete information, please. Is cold air what you want or are you trying for hot air at this point? Do you have electronic controls or knobs?
