The first thing to check is to make sure the nut that holds the wiper arm to the shaft isn’t loose. Where the wiper pivots there should be a cover that flips open that allows access to this nut. If the nut is tight, then problem might be that the splines in the wiper arm are beginning to strip out, which means replacing the wiper arm. If the splines on the wiper arm aren’t stripping out, then this means the wiper system linkage needs to be looked at.
