First, please turn the ALL CAPS off. It is considered shouting and it is difficult for most people to read.
My guess is someone, maybe a prior owner, had a habit of topping off the tank. That can damage the vapor recovery system and cause that problem. Chances are the car has, or had something about that in the owner’s manual or maybe on a sticker somewhere on the car.
Here is what I do and it always works unless the fuel filler neck is damaged. Pull back on the nozzle assembly about 3 inches and tilt the handle down. This allows air to get in and keep the fuel from spewing back out. Also…squeeze the handle to the mid-point instead of all the way. If that works then squeeze the handle a little harder.
