The seat belt for which seating position is malfunctioning?
The OP should check his Owner’s Manual/Maintenance & Warranty booklet for the specific details, but–to the best of my recollection–Subaru is one of the few mfrs that provides a lifetime warranty on the seatbelts. I know that this was the case up through at least 2011, but the OP should open his glovebox, take out those booklets, and double-check whether my recollection is correct.
If I am correct, he should simply make an appointment with a Subaru service department, and have them fix it–for free.
Maybe the fuse is blown.

He probably means that the seat belt cannot be extended, i.e. the mechanism has locked up. The vehicle may have a salvage title, and/or may have been in a previous accident, and the seat belt(s) were never replaced.
