replaced starter replaced battery head connectors still won’t start.
Does it crank robustly – that rrr rrr rrr sound — but doesn’t catch and run? Or is this a fails to crank?

No one really diagnosed the problem did they? The starter and battery were just changed because someone “guessed” that was the problem, right?
Tow the car to a real mechanic for diagnosis of the problem and spend the right money fixing the broken part(s).
