Maybe this has gone bad…
Alternator/battery problems are another possibility.
This kind of problem is usually due to excessive AC ripple voltage coming from the alternator because of some bad diodes inside it. To prove it, disconnect the small wire connector going to the alternator, which will disable it, and then start up the car. The flicking will be gone if the alternator is bad. Another check you can do is to watch the pulse rate of the lights as you increase the engine RPMs. A faster rate will go with a bad alternator also.
