I am no car painter but, I know there’s a problem when the primer coat doesn’t adhere to the body of the vehicle. It explains why, the paint on my 2010 Silverado flakes off to bare metal. I’ve been to the dealer and asked if there was a recall. The answer " You better take care of that before it turns into a bigger problem ". I think it is a BIG problem because I will have to pay to have EVERYTHING strip down to bare metal and have it repainted with the correct material.
Or sell it and buy another 10 year old truck without bad paint.

Or if you don’t want to pay someone, get a couple color match spray cans and primer and have at it. There is even a youtube or two on using spay cans for car finishes.
I’d be amazed if anyone did anything about a 10 year old paint job.
