If there’s oil deposits on the tips of the spark plugs. these can be the reasons why.

my city does not test emissions and im not paying for new ones when it’s not an essential component ive spent $4000 in maintenance on this awful vehicle
I hear you, and it makes complete sense. But the problem w/that theory is on a newer car like yours, working cats may be required to insure the computer’s air/fuel mixture calculations are correct. There’s an o2 sensor before and after the cat, and the computer’s air/fuel algorithm may use both as inputs.
