That is not a normal condition, and should have been remedied YEARS ago.
It doesn’t matter whether this is a common problem with 12 year old Sebrings, or if you are the only Sebring owner with this problem. This is a very serious safety issue that needs to be fixed before the car is driven again. Have the car towed to a reputable mechanic’s shop and then wait for their diagnosis.

I had a Caps issue on my laptop years ago. Drove me crazy! Turns out I’d changed the keyboard by hitting the function keys in some random order. Good luck! I also own a 2008 Sebring convertible. Bought it used and still haven’t gotten the top down by pushing the button yet.
