Bought a used 2006 Honda Accord and the question is the push button won’t start but when the key turned to on position then the push start button would start the car. Is that a normal procedure?

Yes. If you have a start button, you must have the key in and turned ON before the starter turns. Read your owners manual. If you don’t have one, stop by the Honda dealer and order one or find one to download from Honda’s website.
This car should have a conventional ignition switch, no push to start button. Sounds like it was modified.
