The town where I live laid a topcoat of asphalt on a portion of my street and two others nearby (summer/2019). It was filled with small stones. These stones are all over my lawn,
driveway, sidewalk, and in the treads of my tires. And
the snowplows have added to my misery. My question?
How is this affecting the wear and tear on my tires?

Not enough to worry about . I doubt if anyone here will know what 16 year old tire column you are referring to . The column by Ray does not seem to be in all of the papers that carry it at the same time.
Don’t worry about the stones. Where I grew up the streets were ‘resurfaced’ by a layer of tar and a layer of pea gravel, relying on traffic to press the gravel into the tar.
