My Rav4 sputters between 1500 and 2000 rpm. Doesn’t matter if it’s in gear, under load, or in neutral, it still does it. I have checked the coils, TPS, throttle body, and they all test good. Any ideas?

Have you checked for stored diagnostic codes? Fuel trims?
I don’t have that capability yet. Thinking about getting the $100 BlueDriver obd reader/scanner. I think this will do that.
