Fuel leaking from fuel pump onto the street when starting
Are you sure it’s the pump?
Could also be a line/hose, I would think
only when starting?

I presume you have a rotted fuel line. This would be understandable for a 1998 if it lives in the rust belt.
You will have to get under and find the leaky line and replace the bad section after inspecting the rest of the line. You may be replacing all the way from the fuel pump to where it comes in under the engine compartment.
