I am trying to install automatic locks on a 1995 Saturn SL sedan, but I’m not sure where or how to mount the actuator.

The mounting screws on my actuators are in a different location than shown in the manual. My actuator kits are similar to the following:

Any suggestions? Right now I’m considering removing the inside panel, drilling some holes, and bolting the actuators on. If there is an easier solution, I’d like to hear it.
