Starting sequence turns over very slowly when ignition is activated. Starter, Battery, Plugs have been tested. Spark has been checked and is active at ignition sequence.

Could this be an amperage draw when ignition is activated due to a short in ignition circuit?

Your post implies that the engine cranks properly when the ignition is de-activated. It is very likely that the timing is too high.
