Vibration and odd noise

I hear a high pitch humming sound comming from the engine compartmentl. I also feel a vibration in the gas pedal prior to 60 mph. I’ve had problems with the steering mechanism before where the sound was louder. The sound could be from the engine but it just doesn’t sound right like a whistling when applying the gas.
