FREEWAY TRAVEL, TRANSMITION WILL LOCK INTO

Does this have anything to do with the Hall Effect?

Seriously, however, are you trying to tell us that the transmission is shifting down to a lower gear? And, if this is the case, are you telling us that it does not upshift again until you restart the engine?
Please describe exactly what happens when the transmission “locks” into that gear.
As to the Check Engine Light (CEL), you need to have the stored trouble codes read in order to determine which of the hundreds of possible problems might be indicated by the light. If you go to Auto Zone, Advance Auto, O’Reilly, or some other parts retailers, they will do the scan free-of-charge.
After you get those trouble codes (in the format of P0123), come back to this thread, post those codes, and someone will help you to interpret them.
