I have a 1998 Dodge Mininvan. The transmission fluid is dry. The manual say to use ATF+3 and the auto parts store says you can use ATF4 in it’s place. Is that correct or do I need to use ATF+3?

ATF+4 IS Chrysler fluid and is a replacement for ATF+3. ATF +3 is not sold anymore so what the auto parts guy told you is right.
