I’d have answered in your thread, but my phone doesn’t let the reply button work. Stupid question here. Have you looked at either the cable running to the starter for missing insulation, especially where it meets metal? Or put your meter between cable and starter? If pulling all your fuses doesn’t stop it, check unfused stuff.
