Tensioner pully, stuck?

I went to remove the A/C compressor belt on my wife’s 1997 Toyota Corolla. I was not able to figure out how to loosen the belts tensioner pully. I loosened/removed the bolt shown/circled in the photograph. Yet still no luck. I feel like I’m missing a step.

Any insight would be appreciated.

Not sure about the Corolla, but usually use a breaker bar or large ratchet place the socket ON the nut on the pulley and it will pivot. The bolt you loosened should be tightened before pivoting the tensioner.

You first have to loosen the nut in front of the pulley, and then turn the jack bolt.
