Steering Wheel Has A Cow

My steering wheel is making an unusual sound sometimes. It sounds exactly like a short, low mooing sound. Or like a sheep saying Baaaah. It doesn’t happen all time, and when it does it only lasts about a second. I think it happens after it’s been turned all the way in one direction and then is passively returning to center, if that makes sense.

It’s a 99 Subaru Legacy sedan. Any ideas?

Have you checked the power steering fluid level and the condition of the belt that turns the power steering pump?

My 98 Ford Windstar made a noise like this when backing up at slowly with the steering wheel turned. The tie rod ends were dry and needed to be greased.
